The “As of Right” Framework: A National Innovation for Labor Mobility
The “As of Right” framework is a policy initiative designed to remove interprovincial barriers by allowing professionals already licensed in other provinces and in good standing to practice in Ontario without redundant examinations or re-certification.
Currently, the framework includes about 50 regulatory bodies and nearly 300 regulated occupations across healthcare, engineering, education, and trades.
Key Features:
- Automatic License Recognition: Professionals holding valid credentials from other provinces can quickly obtain Ontario certification.
- Faster Approval Timelines: Healthcare professionals can be authorized to work within 10 days, instead of up to six months.
- Reduced Bureaucracy: Lower application fees and fewer documentation requirements.
- National Labor Integration: A unified standard that simplifies mobility across provinces.

According to Ontario’s proposal, the following 16 healthcare professions will be included in the “As of Right” framework:

Currently, the “As of Right” framework already includes physicians, surgeons, registered nurses, practical nurses, nurse practitioners, respiratory therapists, and medical laboratory technologists.
Expedited Certification for Physicians and Nurses
Ontario is collaborating with the College of Physicians and Surgeons of Ontario (CPSO) and the College of Nurses of Ontario (CNO) to automate and simplify the licensing process.
Under the new system:
- Licenses will be issued within two business days;
- Application fees will be reduced;
- Documentation requirements will be minimized.
Ontario’s Deputy Premier and Minister of Health Sylvia Jones stated:
“By introducing this first-in-Canada mobility framework, we’re helping doctors and nurses join Ontario’s healthcare system faster and deliver world-class care when and where it’s needed most.”
