Prince Edward Island PNP Holds Fourth Draw of the Year: Focus on High-Demand Local Talent

The Prince Edward Island Provincial Nominee Program (PEI PNP) completed its fourth draw of the 2025 calendar year last week. According to information released by PEI's Office of Immigration, the draw was held on April 17, 2025, and a total of 168 Invitations to Apply (ITAs) were issued to eligible applicants.

A key feature of this draw was PEI’s clear prioritization of candidates already living and working in the province, especially those employed in high-demand or priority occupations. Additionally, international graduates from designated post-secondary institutions were granted enhanced consideration.

In this draw, PEI PNP gave priority to applicants who have been residing and working in the province for at least one year. On this basis, international student graduates from the educational institutions listed below received further prioritization:

  • University of Prince Edward Island (UPEI);
  • Holland College; and
  • Collège de l’Île.

To date, PEI’s Office of Immigration is focusing on the workers employed in the following high-demand sectors:

  • Healthcare;
  • Trades; and
  • Manufacturing.

PEI Labour Impact Category Eligibility Requirements

The Labour Impact Category of the PEI PNP is designed to attract candidates who can contribute economically to the province.It includes the following three streams:

  • Skilled Worker Stream;
  • Critical Worker Stream;
  • International Graduate Stream.

To be eligible for the Labour Impact Category, candidates must:

  • Be eligible for at least one of the streams under the Labour Impact Category;
  • Be between the ages of 21 to 59;
  • Have a full-time, permanent job offer (or minimum two-year contract) from an eligible PEI employer;
  • Demonstrate sufficient settlement funds; and
  • Meet a Canadian Language Benchmark (CLB) of 4.

Please note: Each subcategory under this stream has its own distinct requirements beyond the basic criteria above.

PEI Express Entry Category Eligibility Requirements

To be considered under the PEI Express Entry stream, candidates must have a valid Express Entry profile registered with Immigration, Refugees and Citizenship Canada (IRCC).

A valid Express Entry profile means the applicant’s information is current and that they meet the criteria for at least one of the following federal economic immigration programs:

  • Canadian Experience Class (CEC);
  • Federal Skilled Worker Program (FSWP); or
  • Federal Skilled Trades Program (FSTP).

Additional criteria apply for those holding a Post-Graduation Work Permit (PGWP) due to studies outside PEI, or for those holding an open work permit as a spouse of someone studying outside PEI. These applicants must:

  • Have at least nine months of continuous work experience with the PEI employer that is supporting you for immigration; and
  • Have at least four months of validity on your work permit at the time you submit an Expression of Interest (EOI).

If you meet these criteria, you or your authorized representative may create a profile in the PEI EOI system to be considered for nomination under this stream.

Important Note: Profiles in the PEI EOI system are valid for a maximum of six months, and applicants may only have one active profile at any given time.

As of now, PEI has issued a total of 401 Invitations to Apply in 2025 under its Provincial Nominee Program. It is worth noting that all invitations issued this year have come strictly from the Labour Impact and PEI Express Entry categories.
