The new rules give the College stronger disciplinary teeth, allow the federal government to step in and take over the College's board if it fails to protect the public, and establish, for the first time, a dedicated compensation fund to provide redress to clients who suffer financial losses because a CICC-licensed consultant engaged in theft, fraud, misappropriation of funds, misrepresentation, or refusal to cooperate with professional liability insurance; at the same time, the College's public register will be expanded with additional disclosures about each licensee, making it easier for the public to verify a consultant's licensing status, good standing, and disciplinary history — and squeezing the operating space of so-called "ghost consultants."

Effective May 4, 2026, the New Brunswick Provincial Nominee Program (NBPNP) is restricting invitations to apply (ITAs) under the NB Experience pathway of its Skilled Worker Stream to candidates working in just three sectors — healthcare, education, and construction trades — until further notice; the province has attributed the change to the limited nomination space remaining under the stream, with industry trackers estimating New Brunswick's total 2026 allocation at roughly 3,603, well short of the federal-level expansion that pushed the national PNP target to 91,500 spots for the year; this marks the second major sector-focused tightening within four months, following the February 3, 2026 overhaul that froze the accommodation and food services sector (NAICS 72) and several retail-oriented National Occupational Classification (NOC) codes, and candidates outside the targeted sectors are encouraged to either withdraw and resubmit their Expression of Interest (EOI) under another stream, or open a separate INB profile (using a different email address) to pursue another pathway or an Atlantic Immigration Program (AIP) endorsement.

Newfoundland and Labrador held its fourth provincial immigration selection round of 2026 on May 1, issuing a total of 190 invitations through the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP) — with NLPNP candidates accounting for 82.6% (157 invitations) and AIP candidates receiving 33. While the round marks the smallest single draw in 2026 to date and continues a trend of progressively shrinking round sizes, the year-to-date numbers remain striking: across four draws, the province has now issued 1,090 invitations, far exceeding the 256 invitations sent during the same January-to-May window in 2025 — a 325.8% year-over-year increase. The acceleration plays out against a notable federal backdrop: Ottawa's national PNP target has climbed from 55,000 in 2025 to 91,500 in 2026, with Canada's four Atlantic provinces collectively receiving more than a 65% allocation boost. With neighbouring New Brunswick having paused new AIP employer designations as of February 3, 2026, Newfoundland and Labrador now stands out as the Atlantic region's most active and stable provincial draw venue this year.

On February 24, 2026, the Government of Quebec released its annually updated list of occupations eligible for expedited Labour Market Impact Assessment (LMIA) processing under the Temporary Foreign Worker Program (TFWP). Marking a significant shift from previous years, the total number of eligible occupations has been scaled back from 76 to 60, with a notable removal of various Information Technology (IT) and engineering professions. Designed to reflect the evolving needs of the provincial labour market, this updated list will remain in effect until February 23, 2027. To ensure a smooth transition for employers and applicants, Quebec has implemented a 30-day grace period—running from February 24 to March 26, 2026—for previously eligible occupations that have been cut from the new roster. Additionally, the province reiterated crucial guidelines regarding the TFWP approval process and recently implemented French-language proficiency requirements.

The Government of New Brunswick announced and implemented a wide-ranging set of changes on February 3, 2026, affecting both the New Brunswick Provincial Nominee Program (NBPNP) and the province’s Atlantic Immigration Program (AIP). The updates include removing consideration for accommodation and food services (NAICS 72) roles across multiple pathways, excluding several specific occupations from consideration, moving AIP endorsement processing to a candidate-pool model, temporarily pausing new AIP employer designation applications, and tightening endorsement eligibility for overseas candidates to three priority sectors. In addition, New Brunswick will extend its Private Career College Graduate Pilot through the end of 2026 in a limited capacity for certain international students already enrolled in eligible programs at Oulton College or Eastern College whose completion dates extend beyond the pilot’s original end date.

On November 12, 2025, Newfoundland and Labrador issued a total of 330 Invitations to Apply (ITAs) through the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP), marking the largest draw since July. With 220 invitations going to NLPNP candidates, the province continues to rely heavily on its provincial nomination channels. As the province reaches its 13th draw of the year and prepares for expanded federal PNP admission targets in 2026, nomination allocations may increase further.

On October 22, 2025, Newfoundland and Labrador issued a total of 100 invitations through its Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP) — the lowest number of invitations in a single draw so far this year. Of these, 55 invitations were issued under the NLPNP and 45 under the AIP. The province did not disclose which specific NLPNP streams were included in this round, but as of now, Newfoundland and Labrador has held 12 selection rounds across both programs in 2025.

Between October 6 and 9, 2025, the New Brunswick Provincial Nominee Program (NB PNP) held three consecutive draws, issuing invitations to apply to over 500 candidates. The draws were conducted through two main categories: the New Brunswick Express Entry stream for individuals employed in the province, and the Skilled Worker stream for those working in priority occupations. The provincial government also reminded applicants that not all applications submitted in response to these draws will be processed by the end of 2025.

On September 26, 2025, the Newfoundland and Labrador Office of Immigration and Multiculturalism issued a total of 217 immigration application invitations through the Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP). This marks the first time since the province implemented an Expression of Interest system for both immigration programs in February of this year that the number of Atlantic Immigration Program invitations exceeded those for the Provincial Nominee Program. To date, the province has issued a cumulative total of 2,821 provincial immigration invitations in 2025.

The New Brunswick Provincial Nominee Program (NB PNP) conducted four rounds of invitation draws between August 11 and 19, 2025, issuing a total of 1,052 invitations to apply for provincial nomination. These invitations were distributed through two channels: the New Brunswick Skilled Worker stream and the New Brunswick Express Entry stream. To date, the province has issued a cumulative total of 3,067 invitations in 2025, exceeding its annual allocation of 3,000 nomination spots.
