Canada has further expanded work permit access for family members of foreign workers employed by selected companies. As of March 23, 2026, foreign workers employed in British Columbia by Lululemon Athletica or Microsoft Vancouver can support an open work permit application for their spouse or common-law partner, without the usual restrictions based on the principal applicant’s skill level, salary, or seniority. The new measure applies to applications received on or after that date and represents a targeted exemption for companies tied to significant investment projects, even as Canada continues tightening spousal open work permit rules more broadly.

The Canadian federal government has announced a temporary easing of rules for rural employers using the low-wage stream of the Temporary Foreign Worker Program (TFWP) from April 1, 2026, to March 31, 2027. Under the new policy, eligible rural employers in participating provinces and territories will not only be allowed to maintain their current number of low-wage temporary foreign workers, but will also be able to increase the cap on these workers from 10% to 15% of their total workforce. The move is being seen as a targeted policy adjustment aimed at addressing persistent labour shortages in rural and remote communities. However, the measure will apply only in provinces and territories that choose to participate, and the federal government has not yet released a list of those jurisdictions.

Canada has recently introduced two new facilitated work permit pathways under the International Experience Canada (International Experience Canada, or IEC) program for young people from Taiwan and Portugal. These are the TGPI program for Taiwanese youth and the Inov Contacto program for Portuguese youth. Both new pathways offer employer-specific work permits and include tailored arrangements in terms of program structure, financial support, and eligibility requirements. At the same time, applicants from Taiwan and Portugal may still continue to apply under the regular criteria for the IEC Young Professionals category. The new policy suggests that Canada is further expanding youth talent exchange and short-term employment cooperation with specific countries and regions through bilateral youth mobility arrangements.

Statistics Canada has launched a large-scale hiring campaign for the 2026 Census of Population, bringing on roughly 32,000 workers across Canada. Eligible applicants include work permit holders who meet residency and age requirements. The main openings are for enumerators and crew leaders, paid hourly with certain reimbursable expenses. For those planning to pursue permanent residence through Express Entry, some positions may provide supplemental Canadian work experience—but whether hours count toward the Canadian Experience Class depends on the role’s TEER level, NOC classification, and how closely actual duties align with NOC requirements.

On November 6, 2025, the Quebec government announced that it will permanently close one of its most popular pathways to permanent residence—the Quebec Experience Program (Programme de l’expérience québécoise, PEQ)—which includes the Quebec Graduates Stream and the Temporary Foreign Workers Stream. Both streams will officially end on November 19, 2025. At the same time, three permanent immigration pilot programs will also conclude as scheduled on January 1, 2026. This means that, going forward, foreign workers and graduates seeking to obtain permanent residence in Quebec will only be able to apply through the Skilled Worker Selection Program (PSTQ).

On July 31, 2025, Quebec’s Ministry of Immigration, Francization and Integration (MIFI) issued 273 invitations to apply for permanent selection through its Skilled Worker Selection Program (PSTQ). This draw is particularly significant as it is the first time the province has specifically targeted candidates under the "Intermediate and Manual Skills" stream, marking a steady expansion of the program's scope. The initiative aims to provide an immigration pathway for workers already in Quebec who possess specific work experience and French-language skills, in order to address labor shortages in various regions of the province.

Quebec's immigration ministry announced on July 9 that it has paused the intake of new applications for spousal, partner, and adult dependent sponsorship after reaching its predetermined cap. The measure is part of Quebec's immigration quota management and will remain in effect until June 25, 2026. During this period, the application stream for sponsoring minor children, parents, and grandparents will remain open.
