RCIP is an employer-driven permanent residence pathway requiring candidates to secure a qualifying job offer from a community-designated employer and meet eligibility criteria for work experience, education, language, and settlement funds. Officials also indicate that candidates may still be considered with job offers outside a community’s priority occupation list, depending on local priorities and the demonstrated benefit to the community.

The Northwest Territories (NWT) has announced a third application intake window for its Nominee Program (NTNP), running from November 10, 2025 at 9:00 a.m. to November 24, 2025. To complete the 2025 target of 300 nominations, the territory plans to process up to 103 additional eligible applications by year-end and has introduced temporary eligibility adjustments: removal of the work-permit expiry-date restriction, reinstatement of certain 2024 work-experience requirements, and elimination of employer submission caps tied to company size. Applications will be prioritized for candidates whose work permits expire within the next three months, followed by filing date order; if processing exceeds capacity or cannot be finalized by December 23, applications will be withdrawn, with the option to reapply in 2026.

On October 22, 2025, Newfoundland and Labrador issued a total of 100 invitations through its Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP) — the lowest number of invitations in a single draw so far this year. Of these, 55 invitations were issued under the NLPNP and 45 under the AIP. On September 26, 2025, the Newfoundland and Labrador Office of Immigration and Multiculturalism issued a total of 217 immigration application invitations through the Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP). This marks the first time since the province implemented an Expression of Interest system for both immigration programs in February of this year that the number of Atlantic Immigration Program invitations exceeded those for the Provincial Nominee Program. To date, the province has issued a cumulative total of 2,821 provincial immigration invitations in 2025.
