Immigration, Refugees and Citizenship Canada (IRCC) launched the first Express Entry draw of the month on September 2, 2025. This draw specifically targeted candidates who have already received a nomination through a Provincial Nominee Program (PNP), issuing a total of 249 Invitations to Apply (ITAs) for permanent residence.
According to official information released by IRCC, candidates needed to meet two criteria to be invited in this round:
- have a minimum Comprehensive Ranking System (CRS) score of 772;
- have created their Express Entry profile before August 28, 2025, at 7:19 p.m. UTC. The latter serves as the tie-breaking rule, giving priority to candidates who submitted their profile earlier in cases of a tied score.
Notably, the high cut-off score of 772 reflects the unique advantage of the PNP within the Express Entry system. Candidates who receive a provincial nomination are automatically awarded an additional 600 CRS points. This means that candidates invited in this round had a core human capital score of at least 172 before the nomination points were added.
This draw follows a series of targeted selections in August. Last month, IRCC held a category-based draw for Healthcare and social services occupations on August 19, another PNP-specific draw on August 18, and a draw for candidates with French-language proficiency on August 8.
To date, IRCC has issued a total of 56,069 ITAs through the Express Entry system in 2025. This year's draws have primarily focused on the PNP, with the remaining invitations dedicated to candidates in the Canadian Experience Class (CEC), those with French-language proficiency, and others in priority occupation categories.

This data once again underscores the central role of the Provincial Nominee Program in Canada's current immigration framework. For prospective applicants, actively seeking a provincial nomination remains a key strategy for significantly boosting their competitiveness within the Express Entry pool.
