According to official data released by the MPNP, the 29 LAAs issued in this round were based entirely on whether candidates were included in specific "Strategic Recruitment Initiatives." The specific distribution of invitations is as follows:
- Francophone Community: 14 invitations
- Employer Services: 8 invitations
- Regional Communities: 3 invitations
- Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates (TPP): 3 invitations
- Ethnocultural Communities: 1 invitation
Notably, of the 29 candidates who received an LAA, six declared having a valid federal Express Entry profile ID and job seeker validation code.
Strategic Recruitment Initiatives Address Labor Gaps
The "Strategic Recruitment Initiatives" driving this draw are specialized mechanisms established by the MPNP to assist local employers in addressing hiring challenges. These initiatives are specifically designed for employers who can demonstrate an immediate and ongoing need for specific types of qualified workers that cannot be met by the local Manitoba labor market.
For overseas applicants seeking to immigrate through this pathway, eligibility is typically established through an "Exploratory Visit" or via one of the "Recruitment Missions" regularly conducted by the MPNP. Exploratory visits allow potential candidates to visit Manitoba to better understand life in the province, while recruitment missions involve MPNP officials travelling abroad to interview and select talent.
Eligibility and Application Process
Generally, candidates are required to undergo an interview with an immigration officer during an exploratory visit or recruitment mission. To be eligible for an invitation to apply for provincial nomination following these events, foreign nationals must meet the following core criteria:
- Age: Between 21 and 45 years old (exceptions may be requested by the employer).
- Education: Must possess the required post-secondary education (qualifying on-the-job training is accepted for some pilot programs).
- Work Experience: At least 2 years of relevant full-time work experience in the past 5 years.
- Language Proficiency: Canadian Language Benchmark (CLB) level 5 for TEER 0–3 occupations; CLB level 4 for TEER 4–5 occupations.
Furthermore, the MPNP has indicated that preference may be given to candidates planning to reside outside the Winnipeg area. Conversely, candidates with strong ties to other Canadian provinces may be viewed as a "retention risk," potentially affecting their chances of selection.
Next Steps
Upon receiving an invitation through these initiatives, candidates must submit a formal Candidate Profile to the MPNP through the Skilled Worker Overseas stream and demonstrate both the intent and ability to settle in Manitoba.
Once a profile is selected and an LAA is received, the candidate may officially submit an application for provincial nomination. If the application is successful, the candidate will receive a nomination certificate. For those with an Express Entry profile, this provincial nomination triggers an additional 600 points towards their Comprehensive Ranking System (CRS) score, effectively guaranteeing an invitation to apply for permanent residence in the next federal draw. Successful nominees must then apply to the federal government for permanent residence.
