Focusing on Labour Market Needs: Newfoundland and Labrador's Latest Immigration Draw Targets 359 Candidates

The province of Newfoundland and Labrador held a new immigration draw on July 10, 2025, issuing a total of 359 Invitations to Apply (ITAs) to qualified foreign skilled workers, paving their way toward Canadian permanent residence.

The invitations were issued by the provincial Office of Immigration and Multiculturalism (OIM) and covered two of its core immigration streams: the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP).

Draw Results and Program Breakdown

According to official data, the distribution of invitations in this round is as follows:

  • Newfoundland and Labrador Provincial Nominee Program (NLPNP): 300 invitations
  • Atlantic Immigration Program (AIP): 59 invitations

These figures clearly indicate that the PNP remains the primary channel for attracting skilled immigrants to the province, with the AIP serving as a crucial supplement to fuel the province's economic development.

Core Eligibility: Employer Sponsorship is Key

Unlike some immigration programs that do not require a job offer, this draw from Newfoundland and Labrador sets clear and stringent prerequisite conditions. All invited candidates must meet the following core requirements:

  • Hold a job or a valid job offer from an employer in Newfoundland and Labrador.
  • Provide an Employer Invitation Code, if required.

It is important to note that the "Employer Invitation Code" is not mandatory for all applicants. Officials clarified that NLPNP applicants who already hold a valid work permit in Canada are exempt from this requirement. However, the code is essential for candidates who require a Job Vacancy Assessment and for all applicants under the AIP.

The immigration office emphasized that any Expression of Interest (EOI) that does not declare employment or a job offer, or fails to provide an employer invitation code as required, will not be eligible to receive an invitation to immigrate to the province.

Immigration Priorities: Precise Alignment with the Labour Market

The OIM's official website explicitly states that candidates will only be considered for an invitation if their EOI profile aligns with "the province’s labour market needs and ongoing interests."

To further this strategy, the province has published a detailed "In-Demand Occupations List." Occupations on this list are considered priorities for the province's economic development. Candidates in these roles will receive preferential treatment, including an exemption from provincial Labour Market Testing and prioritized processing of their immigration applications.
