Manitoba Provincial Nominee Program Issues 862 Invitations, Focusing on Healthcare and Caregiving Sectors

Draw #255 Details

On October 9, 2025, Manitoba conducted its first draw of the month (Draw #255), issuing a total of 862 Letters of Advice to Apply (LAAs) to candidates.

Skilled Worker in Manitoba Category

In this draw, 583 Letters of Advice to Apply were issued to candidates employed in Manitoba who met one of the following conditions:

  • Currently employed in healthcare-related occupations in Manitoba
  • Currently employed in home support worker and caregiver-related occupations

Specifically, candidates' occupations must align with the following categories under the National Occupational Classification (NOC):

Eligible Occupation Categories:

Classification CriteriaSpecific Requirements
NOC Code and Occupation Title44101 – Home support workers, caregivers, and related occupations
NOC Broad Occupational Category3 – Health occupations

Strategic Recruitment Initiative Invitations

In addition to the 583 invitations mentioned above, 279 Letters of Advice to Apply were issued to candidates who were directly invited through strategic recruitment initiatives. These candidates may have come from either the Skilled Worker in Manitoba or Skilled Worker Overseas pathways.

Distribution of invitations by strategic recruitment initiative:

  • Employer Services: 45
  • Francophone Community: 43
  • Regional Communities: 8
  • Ethnocultural Communities: 3
  • Temporary Public Policy to Facilitate Work Permits for Prospective PNP Candidates (TPP): 180

This marks the second consecutive round in which the Manitoba Provincial Nominee Program has prioritized Temporary Public Policy candidates through its skilled worker pathways. This policy is jointly supported by Immigration, Refugees and Citizenship Canada (IRCC) and the Government of Manitoba, aimed at providing Open Work Permits (OWPs) to skilled workers in selected provinces.

Express Entry Candidate Invitations

Of the 862 Letters of Advice to Apply issued in this draw, 203 were given to candidates who also held valid federal Express Entry profile numbers and job seeker validation codes.

Possible Reasons Some Candidates Did Not Receive Invitations

If a candidate's profile met the specific selection criteria for this draw but did not receive a Letter of Advice to Apply, possible reasons include:

  • Candidates declared having completed an approved third-party language test but did not provide a valid test number in their Expression of Interest (EOI), or their test results had expired
  • Candidates declared having received an invitation from the MPNP under a strategic recruitment initiative but did not provide a valid invitation number

Additionally, candidates working in regulated occupations must hold the relevant valid Manitoba professional license. Regulated professionals who received invitations must provide proof of completing all necessary licensing steps to maintain the validity of their invitation; failure to do so may result in application rejection.

Understanding the MPNP Selection Mechanism

Occupation-Specific Draws

Through occupation-specific draws, Manitoba can precisely target candidates currently employed in in-demand sectors within the province to address labor shortages and support labor market stability. The MPNP provides a complete list of in-demand occupations on its official website.

Strategic Recruitment Initiatives

Strategic recruitment initiatives are employer-led processes that enable the MPNP to collaborate with employers, community organizations, and cultural groups in Manitoba to identify overseas candidates with strong settlement potential.

These candidates typically possess specific professional experience currently lacking in the province's labor market. It is worth noting that candidates may also be invited based on their French language proficiency, reflecting Manitoba's commitment to developing its Francophone community.

Note: Candidates interested in applying for the Manitoba Provincial Nominee Program should ensure their Expression of Interest (EOI) profile information is complete and accurate, including language test results, professional licenses, and any valid strategic recruitment invitation numbers, to improve their chances of receiving an invitation.

The upcoming year will also see new or expanded PR routes for H-1B professionals, construction workers, agricultural and fish processing employees, and refugee-skilled candidates. Multiple pilots that reached their caps in 2025 are expected to reopen. As many details remain pending, 2026 is shaping up to be a significant year of structural updates to Canada’s immigration system.

Nova Scotia Overhauls Provincial Nominee and AIP Selection System with New EOI Model
On November 28, 2025, Nova Scotia announced a major shift in its immigration intake system, confirming that all submissions under the Nova Scotia Provincial Nominee Program (NSPNP) and the Atlantic Immigration Program (AIP) will now be processed through an Expression of Interest (EOI) model. Under the new rules, all submissions—regardless of submission date—are considered EOIs, and having a case ID or meeting eligibility criteria no longer guarantees file processing. The province will conduct periodic draws based on current labor market and economic priorities, with priority sectors such as healthcare, construction, trades, STEM, natural resources, and manufacturing. The shift aligns with broader trends driven by reduced provincial nomination allocations from IRCC. With increased immigration targets set for 2026, applicants may soon see improved chances of receiving selections.
