On September 18, 2025, the Manitoba Provincial Nominee Program conducted a draw, issuing a total of 911 Letters of Advice to Apply (LAAs). Among the 911 invitation letters, 341 candidates simultaneously held valid federal Express Entry profile numbers and job seeker validation codes, meaning they could apply for permanent residence through both federal and provincial immigration pathways.
Temporary Work Permit Policy Becomes Primary Beneficiary Group
Data shows that over 90% of invitations in this draw were issued to candidates who benefited from Immigration, Refugees and Citizenship Canada's (IRCC) temporary work permit facilitation policy. This policy allows eligible applicants to obtain new open work permits, provided they have been living and working in Manitoba and are registered in the MPNP Expression of Interest (EOI) pool for permanent residence.
The implementation of this policy has provided greater employment flexibility for foreign workers already working in Manitoba, while creating pathways for them to obtain permanent residence through provincial nomination.
Analysis of Reasons Some Candidates Did Not Receive Invitations
Despite meeting basic draw criteria, some candidates still did not receive invitations. Manitoba's immigration department noted that only skilled worker candidates participating in strategic recruitment initiatives or the temporary work permit facilitation policy were considered.
Common reasons for not receiving invitations include:
- Declaring valid third-party language test results but failing to provide test numbers in the EOI, or having expired test results
- Claiming to have received direct invitations through strategic recruitment initiatives but failing to provide valid invitation numbers in the EOI
