Four Provincial Nominee Programs in Action: Frequent Invitations from Canadian Provinces

Recently, British Columbia (BC), Alberta, Manitoba, and Prince Edward Island (PEI) have issued invitations through their respective Provincial Nominee Programs (PNPs), seeking top talents from around the globe. Below is a detailed breakdown of each province’s activities:

Alberta: Recruiting Talent through Multiple Channels

From November 29 to December 17, Alberta conducted 15 draws, issuing over 1,700 Invitations to Apply (ITA). These invitations span multiple streams, including the Alberta Opportunity Stream, the Tourism and Hospitality Stream, and industry-focused Express Entry streams targeting health care and technology sectors.

For example, on December 10, the “Priority Sectors Express Entry” stream invited 262 candidates with a minimum score of 65 points. On December 12, 260 candidates from the Tourism and Hospitality Stream were also invited with a minimum score of 65. Additionally, Alberta introduced specific fast-track and non-fast-track pathways for healthcare professionals, inviting nearly 100 medical professionals with a minimum score as low as 43 points.

British Columbia: Focus on Entrepreneur Streams

On December 17, the British Columbia Provincial Nominee Program (BCPNP) issued at least 11 invitations through its Entrepreneur Base Stream and Regional Stream. These invitations had high score thresholds, with a minimum score of 115 for the Base Stream and 114 for the Regional Stream.

Entrepreneur Regional Stream114<5

The BCPNP Entrepreneur Stream has always attracted high-net-worth individuals globally. Despite the small number of invitations, the fierce competition reflects the province’s stringent standards for entrepreneurs.

Manitoba: New Opportunities for International Education and Skilled Workers

On December 18, Manitoba conducted two draws, issuing a total of 399 Letters of Advice to Apply (LAAs). Among them, the International Education Stream issued 297 invitations to eligible candidates, while the Skilled Workers Overseas Stream issued 102 invitations to those with scores of 630 or above. Additionally, 43 candidates were invited through Express Entry profiles and validated job seeker codes.

This initiative highlights Manitoba’s strong focus on international students and skilled workers, especially its close integration with the Express Entry system, offering applicants additional pathways to success.

Prince Edward Island: Targeting Labor Market and Entrepreneurial Immigration

On December 16, Prince Edward Island issued invitations through its Labor and Express Entry Stream and Business Work Permit Entrepreneur Stream. The Labor and Express Entry Stream invited 32 candidates, while the Business Work Permit Entrepreneur Stream extended just one invitation, with a minimum score of 125 points.

Although the number of invitations was limited, PEI’s strict screening standards for entrepreneurs reflect the province’s emphasis on economic development and its desire to attract high-caliber workers and promising entrepreneurs through its PNP.

Conclusion

The recent activities across four Canadian provinces showcase the active promotion of immigration policies tailored to their respective economic and industry needs. By offering customized immigration streams, these provinces provide international talents with diverse pathways to Canada. Whether you are a skilled worker, healthcare professional, or entrepreneur looking to establish yourself in Canada, there are opportunities suited to various criteria across the provinces. With continuous improvements to Canada’s immigration policies, these Provincial Nominee Programs will remain a key window for attracting global immigrants in the future.

Nova Scotia Overhauls Provincial Nominee and AIP Selection System with New EOI Model
On November 28, 2025, Nova Scotia announced a major shift in its immigration intake system, confirming that all submissions under the Nova Scotia Provincial Nominee Program (NSPNP) and the Atlantic Immigration Program (AIP) will now be processed through an Expression of Interest (EOI) model. Under the new rules, all submissions—regardless of submission date—are considered EOIs, and having a case ID or meeting eligibility criteria no longer guarantees file processing. The province will conduct periodic draws based on current labor market and economic priorities, with priority sectors such as healthcare, construction, trades, STEM, natural resources, and manufacturing. The shift aligns with broader trends driven by reduced provincial nomination allocations from IRCC. With increased immigration targets set for 2026, applicants may soon see improved chances of receiving selections.
