
On March 4, 2026, Immigration, Refugees and Citizenship Canada (IRCC) completed a new category-based draw through the Express Entry system, issuing 5,500 Invitations to Apply (ITAs) to candidates with French-language proficiency.
Candidates in this draw were required to meet two criteria: a minimum Comprehensive Ranking System (CRS) score of 397, and an Express Entry profile created before 6:18 p.m. Universal Coordinated Time (UTC) on October 10, 2025.
Notably, the 397-point cut-off represents the lowest score for the French-language category in over a year. Among all Express Entry draws conducted in the past year, only the draw targeting physicians with Canadian work experience has featured a lower cut-off score. This development could open the door to permanent residency for a broader pool of French-language candidates.
This draw marks the second French-language category-based selection of 2026 and the 13th Express Entry draw of the year overall. Despite only two draws being held for this category so far, a cumulative total of 14,000 invitations have already been issued to French-language candidates, making it the second-highest category by invitation volume, trailing only the Canadian Experience Class.
A closer look at the overall Express Entry landscape in 2026 reveals that IRCC has placed a clear policy emphasis on immigration candidates already present in Canada. The breakdown of draws by category year-to-date is as follows:
- Provincial Nominee Program: 5 draws
- Canadian Experience Class: 4 draws
- French-language proficiency: 2 draws
- Physicians with Canadian work experience: 1 draw
- Healthcare and social services: 1 draw
Together, the Provincial Nominee Program and Canadian Experience Class account for 9 of the 13 draws held this year, underscoring the department's in-Canada-first policy direction.
In terms of invitation volume, IRCC has issued a total of 44,612 ITAs through Express Entry in 2026, distributed as follows:
- Canadian Experience Class: 24,000
- French-language proficiency: 14,000
- Healthcare and social services: 4,000
- Provincial Nominee Program: 2,221
- Physicians with Canadian work experience: 391
With more than half of all invitations going to the Canadian Experience Class, the data further confirms IRCC's emphasis on in-Canada applicants this year.
