
On January 29, 2026, Manitoba conducted EOI Draw #263 under the MPNP and issued 47 LAAs in the Skilled Worker Stream through two pathways: Skilled Worker in Manitoba and Skilled Worker Overseas. Candidates were selected because they declared in their EOI profiles that they had received an invitation to apply (ITA) from Manitoba as part of a strategic recruitment initiative. Among the 47 LAAs, six were issued to candidates who declared a valid Express Entry profile number and job seeker validation code.

2026 Trend: Strategic Recruitment Remains the Main Channel
Manitoba has issued a total of 102 LAAs across two draws so far in 2026, with both rounds prioritizing candidates invited under the Employer Services recruitment initiative. This pattern aligns with Manitoba’s broader approach in its published draws, which most frequently focus on skilled workers identified through recruitment initiatives rather than invitations under other streams (such as the International Education Stream).
Provincial Reminder: Regulated Occupations Require “Licensed and Working as Declared”
Manitoba noted that this draw included candidates who indicated in their EOI profiles that they were working in a regulated occupation and were fully licensed to work. At the same time, the province reserves the right to refuse applications from candidates who:
- are not actually working in a regulated occupation; and/or
- fail to provide evidence that they have completed all required steps to be employed in the province (including licensing, where applicable).
Candidates who may fall into either situation are advised to carefully consider whether to accept an LAA, as the MPNP charges a non-refundable CAD $500 application fee.
How to Apply: 60-Day Deadline and Document Requirements
Candidates who receive an LAA have 60 days from the date they receive it to submit a complete application. Applications are assessed on a case-by-case basis using the information and requirements published on Manitoba’s website at the time the application is received.
A complete application must include all documentation required for assessment (in PDF or JPG format, typically under 2 MB per file). All documents must be in English or French. If an original document is not in English or French, applicants must submit a notarized copy of the original along with a certified translation completed by a qualified translator.
All claims made in the EOI profile must be supported by evidence. After completing all application pages, uploading the required documents, and paying the CAD $500 fee, candidates submit their applications through the MPNP Online portal. For approved transactions, the MPNP emails an application file number within 48 hours. Applicants can use the portal to check status, update information, add dependants, and upload additional documents if needed.
