In this draw, Manitoba issued a total of 55 Letters of Advice to Apply (LAAs). The invitations spanned the MPNP’s two primary pathways: "Skilled Worker in Manitoba" and "Skilled Worker Overseas."
A strict selection threshold was applied to this specific draw: All invited candidates were required to have declared in their Expression of Interest (EOI) profiles that they were directly invited by the province as part of a Strategic Recruitment Mission. Consequently, general skilled workers without this specific invitation code were not eligible for selection in this round.
Invitation Distribution: "Employer Services" Leads
Among the 55 invitations issued, the distribution across different strategic recruitment initiatives showed a clear focus. The "Employer Services" recruitment initiative accounted for the highest volume, securing 21 invitations, or approximately 38% of the total.
The breakdown of LAAs by strategic recruitment initiative is as follows:
- Employer Services: 21 LAAs
- Regional Communities: 15 LAAs
- Ethnocultural Communities: 9 LAAs
- Francophone Community: 7 LAAs
- Temporary Public Policy (TPP) to Facilitate Work Permits: 3 LAAs
Additionally, data confirms that of the 55 candidates invited, 10 declared having a valid federal Express Entry profile and a job seeker validation code.
Year-Over-Year Analysis: A Slower Start to 2026
A comparison with historical data reveals a noticeable deceleration in Manitoba's invitation pace. Looking back at 2025, the province held its first draw (EOI Draw #236) earlier, on January 9, and issued a robust 197 invitations through the Skilled Worker Stream.
In contrast, the first draw of 2026 not only occurred nearly a week later but also saw invitation numbers drop to roughly a quarter of the previous year's volume (55 vs. 197). This shift suggests that the MPNP may be adopting a more cautious and precise selection strategy for the start of this year.
Official Guidance: Why didn't I receive an LAA?
For candidates who believe they met the criteria but did not receive a Letter of Advice to Apply (LAA), the MPNP provided clarification on common disqualifiers. If you did not receive an LAA, it may be due to:
- Language Test Issues: You indicated in your EOI that you had taken an approved third-party English or French test, but failed to provide a valid test number, or the test results were expired.
- Invalid Invitation Code: You claimed to have received an Invitation to Apply (ITA) to the MPNP under a strategic recruitment initiative, but the invitation number entered into the system was not valid.
The MPNP advises all uninvited candidates to meticulously review their EOI profiles for accuracy, particularly regarding language test data and official invitation codes.
