- Minimum Investment: At least CAD $200,000 in the proposed business;
- Ownership: If purchasing or expanding an existing business, the applicant must typically hold at least one-third (33.3%) ownership.
The Application Pathway
For candidates targeting the BC PNP Entrepreneur stream, the process operates on a "performance-based" model, effectively functioning as a "Work Permit to Permanent Residence" pathway. The general steps include:
- Registration: Candidates must meet eligibility criteria and register in the online system to receive a score.
- Invitation: Competitive candidates (scoring at or above the cutoff, e.g., 115) receive an invitation to apply.
- Work Permit: Upon approval of the application, candidates obtain a Work Permit to arrive in B.C.
- Business Operation: The candidate must establish and actively operate the business according to their performance agreement.
- Nomination & PR: After meeting the conditions of the agreement, the candidate receives a provincial nomination, allowing them to apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence.
