
On December 17, 2025, Immigration, Refugees and Citizenship Canada (IRCC) conducted a French-language proficiency draw through the Express Entry system, issuing 6,000 Invitations to Apply (ITAs) for permanent residence. The minimum Comprehensive Ranking System (CRS) score for this round was set at 399, officially falling below the 400-point mark.
According to IRCC, candidates considered in this draw were required to meet the following criteria:
- A minimum Comprehensive Ranking System (CRS) score of 399; and
- An Express Entry candidate profile created before 11:43 p.m. Coordinated Universal Time (UTC) on August 24, 2025.
French-language category continues to lead
This draw marked the second French-language proficiency round held by IRCC within the past three weeks. Across these two draws alone, more than 12,000 invitations have been issued to French-speaking candidates. As of December 17, 2025, IRCC has issued a total of 48,000 ITAs in the French-language category through nine draws, making it the leading category for invitations within the Express Entry pool this year.
Sixth Express Entry draw in December
The December 17 draw was the sixth Express Entry round conducted in December 2025. It followed earlier draws held on:
- December 16 for the Canadian Experience Class (CEC);
- December 15 for the Provincial Nominee Program (PNP); and
- December 11 for healthcare and social services occupations.
The series of multi-category draws highlights the high frequency of Express Entry selections toward the end of the year.
Express Entry totals for 2025
So far in 2025, IRCC has issued a total of 113,998 Invitations to Apply through the Express Entry system. Throughout the year, draws have primarily focused on Provincial Nominee Program (PNP) candidates, while the remaining invitations have been allocated to Canadian Experience Class candidates, French-language proficiency candidates, and those in priority occupation categories.
