
The Manitoba Provincial Nominee Program (MPNP) conducted a new round of invitations on November 21 under its Skilled Worker Stream, issuing provincial nomination invitations to qualified candidates in Manitoba and overseas. All candidates invited in this round had previously been selected through one of the program’s Strategic Recruitment Initiatives (SRIs).
A total of 35 candidates received LAAs, distributed as follows:

Among these, five candidates declared that they held a valid Express Entry profile and job seeker validation code.
Since June of this year, MPNP has concentrated almost exclusively on candidates selected through SRIs, aligning with Manitoba’s labour market and settlement priorities for the second half of 2025.
Why some qualified candidates may not have received an invitation
According to the MPNP, candidates who meet all selection criteria may still fail to receive an invitation for the following reasons:
- The candidate indicated they completed an approved language test but: Did not enter a valid test number in their Expression of Interest (EOI); or Their language test results have expired.
- The candidate stated they were invited through a Strategic Recruitment Initiative but did not provide a valid invitation number.
Missing or inaccurate information prevents the system from verifying eligibility and can affect selection outcomes.
What are Strategic Recruitment Initiatives (SRIs) and how do candidates get invited?
Strategic Recruitment Initiatives are special measures used by Manitoba to identify skilled immigrants—whether in Canada or abroad—who can help fill critical labour shortages or meet provincial immigration objectives. These initiatives cannot be applied for directly; instead, the MPNP proactively selects candidates who appear to fit Manitoba’s needs and issues them a Letter of Invitation.
Candidates must upload this invitation to their EOI profile to be considered in subsequent draws.
What are recruitment missions?
The MPNP periodically organizes overseas recruitment missions in partnership with Manitoba employers. During these missions, provincial officers and employers meet with potential candidates, share job opportunities, and explain immigration pathways through the MPNP.
Interested individuals must monitor official announcements and follow instructions such as registering, submitting forms, or providing résumés and preliminary eligibility details.
How do exploratory visits work?
An exploratory visit is a short, pre-arranged trip to Manitoba that allows potential applicants to learn about the province and undergo a preliminary immigration assessment.
The steps include:
- Submitting a request for an exploratory visit to the MPNP;
- Receiving an official invitation and further instructions if the request is approved;
- Visiting Manitoba to explore communities, job markets, regulatory requirements, housing, schools, and lifestyle factors;
- Completing an interview with an MPNP officer.
Importantly, the visit itself does not create an official “connection to Manitoba.” Only the formal invitation issued after the interview establishes such a connection for immigration purposes.
