On November 18, the Province of British Columbia conducted two entrepreneur immigration draws under the BC Provincial Nominee Program (BC PNP)—the largest entrepreneur-focused selection this year. The draws targeted candidates planning to establish or operate businesses in both urban centers and rural communities across the province.
The provincial government released the following results for this round:

Key Differences Between the Base and Regional Streams
Base Entrepreneur Immigration Stream
Designed for experienced entrepreneurs who want to start or acquire a business anywhere in the province, without needing a community referral. This stream has higher financial thresholds, including:
- Approximately CAD $600,000 minimum net worth
- At least CAD $200,000 investment
- Ability to acquire or expand an existing business with at least one-third ownership.
This stream offers greater flexibility and is well suited for entrepreneurs targeting more established or urban markets.
Regional Entrepreneur Immigration Stream
Aimed at helping smaller and rural communities attract new entrepreneurs. Candidates must meet several requirements, including:
- Conducting an exploratory visit
- Obtaining a community referral
- Holding at least 51% ownership in the business
- Lower financial thresholds: approximately CAD $300,000 net worth and CAD $100,000 investment
This stream supports regional economic development and contributes to the province’s broader strategy of balanced growth across communities.
Shared Application Process for Both Streams
Despite differences in requirements, both the Base and Regional streams follow the same overall immigration pathway:
- Register in the program
- Receive an invitation
- Apply for and obtain a work permit
- Operate the business in B.C.
- Receive provincial nomination for PR once conditions are met
This pathway ensures real economic contribution while giving entrepreneurs a structured route from business establishment to permanent residency.
