Provincial Nomination Allocations and ITAs
For 2025, Newfoundland and Labrador was allocated 2,525 provincial nomination spaces:
- NLPNP: 2,050
- AIP: 475
Important distinctions:
- ITAs (Invitations to Apply) allow candidates to submit applications
- Nominations represent successful provincial approval and count toward federal quota
Since some invited candidates do not apply or are refused, provinces often issue more invitations than available nomination spaces to ensure full use of their annual allocation.
Additionally, the province previously negotiated a significant increase to its NLPNP allocation—from 1,050 spaces to 2,050—providing greater capacity to attract skilled newcomers.
PNP Admissions Set to Rise in 2026
Under the federal 2026–2028 Immigration Levels Plan, Canada will raise its PNP permanent resident target to 91,500, up from 55,000 in 2025, representing a 66% increase.
With this expansion, Newfoundland and Labrador is expected to receive more nomination spaces in 2026, enabling the province to welcome more newcomers through provincial pathways. However, exact provincial allocations for 2026 have not yet been released.
