Alberta Targets Construction Workers in Latest PNP Draw with Low Score of 66

The Alberta Advantage Immigration Program (AAIP) issued a new round of invitations on July 25, specifically targeting provincial nominee candidates who can help fill critical gaps in the province's workforce.

The draw was conducted through the Alberta Express Entry Stream and was precisely focused on a priority sector: construction. In total, 39 foreign nationals with active Express Entry profiles received an Invitation to Apply (ITA) for a provincial nomination.

Notably, eligibility for this round was restricted to candidates whose primary occupation listed in their Express Entry profile belongs to one of Alberta's eligible construction occupations. Furthermore, for candidates invited on the basis of an Alberta job offer, that offer also had to be for a qualifying construction role. Prospective applicants can visit the official Government of Alberta website to view the current list of eligible construction occupations.

This targeted draw is part of Alberta's broader immigration strategy. The province announced earlier this year its intention to continue issuing invitations through its three main Express Entry-linked streams in 2025, with an ongoing emphasis on candidates from key sectors. Besides construction, other priority sectors currently include agriculture, aviation, and healthcare.

How Many Nominations Remain for 2024?

Understanding the program's allocation status is crucial for applicants. To date, the AAIP has issued 269 invitations under the specific Alberta Express Entry – Priority Sectors stream.

The current status for this stream is as follows:

  • 2025 Nomination Allocation: 405
  • Remaining Nomination Spaces: 136
  • Candidates in the Selection Pool: 4,425

For the AAIP as a whole, Alberta’s total federal nomination allocation for 2024 is 4,875. As of August 1, the province has used 3,134 of these spots, meaning 1,741 nomination spaces are still available for the rest of the year.

After an individual successfully obtains a provincial nomination, they can then apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residency, the final step in their journey to immigrate to Canada.

Canada Targets U.S. H-1B Visa Applicants, Plans New Immigration Pathway
Canadian Prime Minister Mark Carney recently confirmed that the federal government is studying targeted measures to attract technical professionals affected by the new U.S. H-1B visa policy. This move comes in response to President Trump's sudden announcement of a $100,000 application fee for H-1B visas. Canada previously launched a work permit program specifically for H-1B holders in July 2023, with 10,000 spots filling up in less than 48 hours, demonstrating strong market demand. Immigration experts and business groups are urging Canada to seize this opportunity, while also noting the need to streamline permanent residence application processes to truly retain talent.

Canada Closes Permanent Residence Pathway for Overseas Caregivers
Immigration, Refugees and Citizenship Canada (IRCC) recently updated its official website to indicate that the "applicants not working in Canada" stream under the Home Care Worker Immigration Pilots (HCWP) has been officially closed. This stream was marked as "closed" on September 29, 2025, without ever having opened to accept applications since the program's launch. Despite this closure, overseas caregivers still have alternative pathways to immigrate to Canada through Express Entry, Provincial Nominee Programs, and other routes. Industry analysts suggest this decision may be linked to severe application backlogs and the federal government's policy shift toward prioritizing the transition of temporary residents already in Canada to permanent residence status.
